The earthquake occurred on Tuesday at 10:59 p.m. (1459 GMT) close to Lagayan town in the Abra province, 348 kilometres north of Manila, according to the Philippine Institute of Volcanology and Seismology.
According to the institute, it was initially given a magnitude of 6.7 but later decreased to 6.4.
